Well, sure. Ronda has to win the title back before her match with Charlotte so Charlotte can win it again. That’s just how it works. I would say I’m surprised that Meltzer is surprised that a new champion’s first defense would be a rematch against the former champion (especially since the new champion won by cash-in), but…
