Why did WWE nix the hair vs. hair stip for Summerslam?

Dave Meltzer reports that their were two reasons why the stipulation for the Summer Slam match between Mandy Rose and Sonya Deville changed. One was her lawyer said it wouldn’t be a good idea to have a shaved head while in court. As Sonya was planned to lose the match and have her head shaved. The other was WWE wanted to give her time off after the traumatic situation she went through.
